As David Malone (2013: 125) says, 'embassy analysts are hard-pressed to improve on the analytical reports of such research and advocacy organisations as the International Crisis Group on farflung, often conflict prone countries'.
The International Crisis Group (ICG) which he refers to is a private, non-profit organisation based in Brussels.
Founded in 1995, it focuses on early warning and analysis of global crises, and (as it says of its own mission) supplementing the work of foreign ministries and embassies, especially those that have fewer resources or limited presence in inter- national capitals (ICG 2017).
The ICG employs multinational teams of political analysts, many of them academics, journalists or former diplo- mats.
During 2009, Louise Arbour, then President of the ICG, explained the role of her organisation as follows:
